The carburetor will likely require replacement, the series of carbs used by MTD on these handhelds are relatively inexpensive and are prone to failure, some might suggest trying fresh fuel and a carb overhaul, but past changing the gas and maybe cleaning the carb your time and money will be better spent replacing the carb, primarily because these carbs are not easily adjustable and an overhaul kit plus labor usually costs more than a whole new carb in the first place. Plus there are only two fasteners holding the carb on, a novice can replace it easily, so no labor charges for a DIY. Also check your fuel lines for brittleness or a broken off pickup line, this will cause a fuel starvation problem, as well as leaks later on.

There is an internal filter in the carburetor that may be clogged. Remove all the fuel from the tank and remove the back cover (clean the air filter while your at it, clean with soap and water, let dry and then lightly oil with 10W30 motor oil). On the left side, facing the carb, there is a screw holding on a plate for mixing the fuel. Remove it and clean the flter gently with a paper towl. Reassemble the carb, including the air filter, and put on the back cover. If that doesn't work, replace the carb.
