No you do not have to take the engine off the frame. all you do is remove the gas tank and seat disconnect all wiring to the engine take the carb off and unbolt the rocker cover of the cyclinder that has the blown head gasket then unblolt the head replace gasket then reasemble in the reverse order

If you are doing a head gasket it is always in your best interes to have the jugs machined as after years of riding and heat fluxuations these tend to need to be trued.

Why do both spark plugs keep fouling on my 1993 1340 evo

Could be running rich - many possible reasons for this, plugs may be too cold, may have too much oil in the engine, try running halfway between add and full, enrichener may not be completely OFF when warm, petcock may be leaking or you are running in PRI setting.....

Hi, Mathew either your battery is not fully charged 12.5 volts or better or you need to replace your main 30 amp and your light 15 amp circuit breakers for this scenario you will need your service manual, parts fiche, and owners manual if you can not find the best tool you ever bought for your Harley, despair not, for a mere zero $0 you can download another one.
