Question about Hayward Navigator Pool Cleaner
If by saying at the top you mean running around the top of the walls then reduce the suction on the vacuum by opening another valve slightly... if by at the top you mean floating around in the water then make sure the vacuum is getting enough suction.... it can be a number of issues causing loss of suction but most likely is going to be too many sources on suction side of pump.

The rear flap on your cleaner hasan aqua colored flat head adjustable screw. This will position the flap in one of three settings. abc. These determine how it climbs. Adjust accordingly and set your suction using the vacuum gauge device provided when purchased.
