What is causing the "shorted on water sensor"?

What is causing the "shorted on water sensor" indicator when we turn on the spa? We have an RP2100 swimming pool & spa heater, model R185 - R405. We opened the respective panels and see that all connections are as they should be.

Need to replace heat sensor, where is it located on the unit?

there should be 3 heat sensors on the unit. Incoming water to decide if it needs heat, outgoing water, and a sensor on the burner(flame). the in and out sensor should be behind a panel near the inlet and outlet pipes. The burner sensor is more tricky usually near the igniter or below the heat exchanger inside the unit.

Not sure about your specific heater, but if the heat won't go on, it could be the water pressure sensor or one of the temperature sensors.

Blows thermal fuse on raypack heater?

If you are talking about the "Roll out sensor" located on the lower left hand side, you have a problem with ventilation..Soot,debris, or possibly a rodent nest on the heat exchanger (Located just under the top cover of the heater). If it is electrical, you may have a bare wire touching the heaters housing (somewhere inside) causing a short. Rodents love to chew the insulation off low voltage wiring.

SNS appears on digital screen

This indicates the the 2 installed temp sensors are having a reading the is more than 2 degrees in difference. It is either a failed sensor, or one of the sensors is not fit snuggly into the header.
To test a sensor, turn your multimeter on OHMS or RESISTANCE and connect probes to each wire. at 80 degrees, the sensor should read 93 OHMS. At 70 degrees it should read 118 OHMS
at 60 degrees it should read 153 OHMS
