Yes, it probably and inverter problem. Best way to check is to connect you laptop to another monitor using the vga port (Blue) at the back and switching using the Fn keys.

If all appears well on the slave, you have an inverter problem. It could be just the connection or a faulty inverter.

To check, remove all power, battery as well.

The screen and inverter are normally connected to the mother board by multipin plugs on the end of a ribbon cable underneath the plate between the keyboard and the screen hinges.

That plate is clipped, screwed or both into place so be very careful how your remove it. Once removed make sure all multi pin plugs are home and true. If not, then you've probably repaired it. If they are then you now need someone with more expertise.

The "inverter" inside the monitor has failed.
It's about a $20 part, plus $50 to $75 for a qualified technician to disassemble the laptop, replace the part, and reassemble the laptop.

This part-replacement is *NOT* a 'do-it-yourself' project.

How do I repair my 19in LCD monitor, it receives video signal, but goes black screen?

Connect the "bad" monitor to the VGA-out port on a notebook/laptop computer, to see if it works normally when connected. If not, then the monitor is "dead".
If it works fine, check the "screen-resolution" of the computer's video-card, to see if the values exceed the capability of the monitor.

How to flash bios

A blacked-out screen doesn't necessarily indicate a broken monitor.
If the computer has run out of charge or is in hibernation or sleep mode,
if the screen is too dark, or if the display cable has come disconnected from the motherboard, the screen may appear black or fail to turn on. To fix a blacked-out laptop screen, troubleshoot the screen settings, check the LCD connector and see if the computer is awake and receiving power.
Touch the touchpad or move the external mouse to see if the computer is asleep or hibernating. If the computer fails to respond, press "Enter" on the keyboard. Press the power button if the screen remains black.

Confirm that the power indicator light, found at the front of the computer or above the keyboard, is glowing solid green or blue. Confirm that the power adapter is plugged into the computer and into a wall outlet. Confirm that battery indicator light is glowing solid green or blue. Hold down the "Fn" key. Press the up-arrow to see if the screen brightness increases.
Some computers also use the "F6" or "F7" keys to increase screen brightness.
Hold down the power button for 10 seconds to turn off the laptop.
Remove the AC adapter from the computer, close the screen, and then turn the PC over.
Slide the battery latch to eject the battery. Pull the battery out of its compartment. Turn the computer back over, open the lid, and insert the edge of a flathead screwdriver or other flat, solid object beneath the bezel above the keyboard. Wedge the edge of the keyboard bezel off of the top cover.
Work your way along the edge of the keyboard bezel to loosen it.
Pull the bezel off the laptop.
Trace the cable coming from the laptop screen to the connector found beneath the bezel. Reconnect the display cable to the motherboard if the cable has come loose from the connector. Line up the tabs on the bezel with the slots along the top of the keyboard. Insert the right edge of the bezel into the gap above the keyboard, and then push the bezel back in place. Turn the computer back on. If the laptop screen is still blacked out, connect an external monitor to the video port on the side of the PC to confirm that the video card isn't defective. If the external monitor works, the LCD screen could be broken. If the monitor doesn't work, the motherboard or video card might need to be replaced.

Download the appropriate BIOS update and flashing utility for your motherboard from the motherboard manufacturer's website. Most manufacturer websites keep the files under a section labeled "Support." The files will likely come in a ZIP archive, so you will need to extract the files to your desktop. Copy the flashing utility and BIOS file to the DOS boot floppy. If your computer does not have a built-in floppy drive, you will need to connect a USB-type floppy drive first by plugging it into a free USB port. Rename the new BIOS image "newbios.bin" to make remembering it easy. Reboot the computer with the boot floppy in the floppy drive. Restart your computer repeatedly tapping the f8 key to enter safe mode while the screen is black once in safe mode where the only things working will be your keyboard and mouse allowing you to attempt to repair your computer
If done properly the user should get to a screen similar to the below screen. Select the option for Safe mode command prompt only Windows Advanced Options Menu
Please select an option: Safe Mode
Safe Mode with Networking
Safe Mode with Command Prompt Enable Boot Logging
Enable VGA mode
Last Known Good Configuration (your most recent settings that worked)
Directory Services Restore Mode (Windows domain controllers only)
Debugging Mode Start Windows Normally
Reboot
Return to OS Choices Menu Use the up and down arrow keys to move the highlight to your choice. Select safe mode with command prompt When the boot process is done, you will be at the "A:\" prompt. At the "A:\" prompt, run the flashing utility. For example, if the flashing utility is named "awdflash.exe," then you would type in "awdflash" and press "Enter." The flashing utility will likely have a simple graphic menu system with a list of the commands and what they do. Save an image of the existing BIOS to a file called "oldbios.bin." Once the backup is complete, point the flashing utility at the new BIOS image and start the update process. Remove the DOS floppy and reboot the computer when the update is complete.

My monitor comes up during start up but after 60 seconds or so it goes into sleep mode? and the monitor goes black

You might have it connected using the wrong port on the back of your computer. The monitor will display the BIOS and post messages but once it gets to windows it will turn off. The other possibility is you need to either reload the driver for your video card, change the default display device in the bios, or replace your video card.
