Turn your computer off.
Turn your computer on.
Repeatedly tap the F8 key, until you see a "menu" of startup options.

My pc wont boot up normally, it has a blue screen show up but then it goes away before i can read it

The blue screen of death BSOD is set to auto-restart after an error you can change the registry to prevent this not sure if you can do this in safe mode but its worth a try you will at least be able to see the error.

Its a good idea to use MemTest on a boot CD to check your RAM for errors first then restore from an old image.

My computer starts to boot then once it is completed the a message comes up saying there is an error and then a blue screen comes up and reboots itself. THis continues and does not stop

When starting up, press the F8 key to catch the Boot Menu. Select the option to disable automatic restart on system failure. Boot and when it fails the Blue Screen will remain for you. Look near the top and see what file has been identified as the failure i.e. NV4_disp.dll. (Google the file name to see what program or hardware the failed file is associated with) Press and Hold the power button to shut down. Turn the computer back on and press the F8 key again to catch the Boot menu, and select Safe mode. If allowed into Safe Mode, try to go into Device Manager and either disable the failing device, or remove the associated program. If this doesn't work you can try to do a system restore to a date before this error started to appear. If you post back the file causing the blue screen, I can instruct you further.

Install xp creating new partition

Real easy. Start computer and press F1 or what ever you do to get into the BIOS. When the BIOS screen appears find boot options. Enter it and select cd or DVD sequence to boot first. Before you leave the BIOS make sure you save the BIOS. When the computer starts up and this time it will passes the BIOS setup, a prompt on the screen will display a message press any key to boot from cd or DVD. Of course when that message appears you want to hit at least one key on the keyboard. Next, it should say loading windows and a blue screen will appear.
When things stop it will prompt you to press enter to install xp and then F8 to promise your doing things right.
Now comes where it says do you want a new partition and next, shows the memory available. Here's where you to delete if there's a partition already there or create one. I think you press c to create and press enter. Next it will ask if you want to install a fresh copy xp. enter yes.
From here on out, you shouldn't have to do anything for at least 45min. It will turn it self off and on and eventually start having you answer question to set-up xp account.

Not booting

There may be many issues, lets start with the most common one,
When the notebook is starting up press the button it states to "Enter Setup" (I mean BIOS). (May be F8 or DEL) {differnt for diffent machines}.
When entered, there find the Boot sequence under the boot ot boot order menu (This may also be different for diferent machines).

When found, there set the "First boot device to be "CD/DVD" not the IDE/HD/Hard Drive.

Not put the CD, it will boot hopefully.

If the problem prevails, or there is already CD as the 1st boot device.

Then don't hesitate to contact again, and also state the error you are getting when trying to boot.

It this was helpful, kindly do rate!
Always here to help!
Regards.

Windows xp logo will start to load then......

To solve this will require more information from you. The Blue screen is Windows way of telling you that it has a driver issue with a basic component, usually your video card. Did you recently make any hardware changes? If so please let me know what was changed.

When windows first boots, you can repeatedly press the F8 key until you see a menu giving you choices of windows booting. You need to select Safe Mode. Safe mode should allow you to at least boot without a blue screen. The blue screen could also be cause by a virus or other software.

Microsoft has a description of Safe mode here;
http://support.microsoft.com/kb/315222
but here is a quick snippet
To use a Safe Boot option, follow these steps:
  1. Restart your computer and start pressing the F8 key on your keyboard. On a computer that is configured for booting to multiple operating systems, you can press the F8 key when the Boot Menu appears.
  2. Select an option when the Windows Advanced Options menu appears, and then press ENTER.
  3. When the Boot menu appears again, and the words "Safe Mode" appear in blue at the bottom, select the installation that you want to start, and then press ENTER.
