Question about LG Televison & Video
This is a COMMON flaw in this particular LCD.
LG used to be known as GoldStar - they have changed their name to wash themselves of the "cheap" image of the old brand... and have "borrowed" (partnered) with another lowly brand (Philips) - but the quality problems still remain.
The likely problem in your set is the inverter (or a component on it) has failed. (especially if there is sound, and the TV powers on normally)
If this is a new set under warranty - have it repaired under warranty or return it.
If this is NOT under warranty - you are looking at about a $300 repair - depending on your location.
There is no end-user quick fix. Professional repair is recommended.

Depending on where the problem originates, this could be a bad wiper (cleaning) blade, faulty corona, or incomplete fusing.
It is easy to determine where the problem is located: Interrupt a printout in mid-stride (where part of the paper is between the toner/developer and fuser. If the un-fused image has ghosting, it is a fault in the area of the drum
