As per the description you provided it seems that
1. either the head is not properly fitted. Kindly plug it out refit and try to use it. do this for 2 or 3 times.
2. If not working then I'd like to tell you that this is a generic problem of this model from philips that 2 out of 3 heads are faulty. You should take it back to the shop from where you purchased and take your shaver alongwith you so that you can check it there itself. Your shaver is having no trouble. The trouble is generic nature and philips not looking about it because they have produced these heads in mass and they are in market.
