The line constantly comes out of the reel. I just bought it. Have not had an open face reel in years.

Your line is not taking the memory of your reel, therefore coming off trying to come to its original state. You could try braid fishing line, which has no memory, or go down on the pound test of mono filament line your using. First, before buying anything else you should try to tie your string to one of the eyelets and reel in until the line is pretty tight(tight as you can get it), and leave for a couple of days, it will start to take the memory of your reel spool. Hope this helped.

What is the lever at the back of a spinning reel for?Its located at the back on top

The lever on the back of spinning reels is an anti reverse lock. It is used to prevent the reel from being able to wind backwards or for allowing it to depending on the position it's in.
