My briggs 16.5 moptor wont turn over. It comes up on compression and stops. I have tried to jump it but the cables get really hot. Is my problem in the starter motor?

Most all manufacturers have the Users Manuel available on line you will need the Make and Model to pick the correct one. Have you replaced the battery. It can show the correct voltage but have no cranking amps. I believe if the solenoid is trying to engage the Dead Man switches are closed. With the starter disconnected from all power sources do the teeth on the starter turn or are they locked up? If they refuse to move do you have an Auto Zone around or another parts store or electrical engine repair store that can test the starter. Make sure the mowing deck is not engaged while you are trying to start the engine. I hope these rudimentary suggestions help.

When the float in the carb sticks, it allows fuel to drain into the cylinder, that runs pass the rings into the crankcase. When the crankcase is full the pistons cannot go down, and the starter won't turn the engine. Drain all the oil gas mixture, and refill with proper oil. Replace float, needle and seat in the carb bowl. Throughly clean fuel passages, and bowl. If motor won't turn, remove spark plug and turn over engine a few times to remove gas oil mixture from the cylinder too.

From your description it seems that the starter is not engaging to turn over the engine. First ensure all the connections of the thicker cables to the battery, starter and tractor frame are clean and tight. If starter motor is turning but still not engaging it will mean that the pinion on the starter motor is binding on the shaft. You can buy a new starter pinion gear from your local B & S agent.
To replace pinion, remove starter motor from engine, remove old pinion and put on new one and reattach starter to engine. If fuel & spark are right you should be up amd running.

Starter motor on my MTD lawn tractor spins but does not engaging?

There is a bolt under the flywheel that has to come off. To get it, you MUST remove the flywheel. Even if you get a wrench in there, the bolt is too long to get out of the way enough to remove the starter.
