5hp mercury outboard wont start have spark an fuel

what about compression
if the reed valves on the side of the engine under the carby are split , then it will not start

I have a 1999 mercury mariner 5hp 4st motor, there's gas coming out of 2 holes in the top of the carburetor

Sounds like pressure builds up. I would say to rebuild the carb. Very easy job to do.

Mercury sable problems

Change fuel filter
Check fuel pressure
Use a bottle of yellow HEET dry gas / fuel dryer to remove moisture in your fuel tank.

Flames blowing out of exhaust under load.

It is either running too rich or it has a bad valve.try adjusting the high speed jet that is under the bowl.
