Open the case ... find and remove the battery ... wait 30 seconds ... replace it and try again.
It may be that the battery is dead ... check it with a volt meter - replace if weak or dead and try again.

During the boot process you will see on the screen to press a certain key to enter setup
Press and hold that key during the boot up process to enter BIOS the scroll down to advanced bios features press enter change your first boot device to cd,press escape then press f10 to save to cmos to restart
but if you format your hard drive you will lose the current operating system and you will have to install another operating sytem unless you partition your hard drive and intall another operating system to that partition
