I have a 34134z that will not recover or charge

You may need to replace compressor. Open compressor test port (located on one of the pipe line which come to compressor from top of spin-on filter) and fixe a vacuum gauge on it. press recover from menu and check compressor suction for 13''Hg. If compressor has no suction then its need replace.
NOTE : if you do not have a vacuum gauge then after opening cap from test port, press recover from menu and then gently press small valve on test port with a small L-key to feel suction of compressor. if the compressor discharging air instead of suction, replace compressor.

The amount of oil moving with the gas is minimal as it is only what passes the pistons as lubricant that travels with the gas. The receiver dryer catches most of the oil that is moving. New compressors have the correct amount of oil so if you have the need to add oil check what is in the dryer and that will all that you need to add. If the system has excessive oil in it you will experience problems in the tx valve as the oil blocks up the opening.

I have a robinair 34788 machine and when I am recovering a system for service the recover feature no longer completes down to the oil drain. Its like it gets stuck on recover.... and by that I mean it...

It's sound like problem with oil drain solenoid or harness. please check harness of oil drain solenoid. If harness is ok & connected with relay board then you need to replace oil drain solenoid.
