When turned on fan comes on when you lower thermostat to turn on the cold air nothing happens

are both your fans coming on but not the compressor? if so maybe your compressor needs a power boost attached to your capacitor to help jump start the compressor,

I have a Fedders air conditioner/heater and the it will not heat. Turned it on and fan was frozen and didn't turn it off in time. Bought new element but still nothing.

Are you sure the fan is frozen? Are you able to turn it freely by hand? These units have a limit switch in them to keep the fan from starting right away, normally about quarter size& 1/2" thick with 2 or more wires going to it. If the limit switch is bad it will keep the fan fo going on. May want to have a pro look at it.

Air conditioner comes on but nothing moves

Take the front cover off..
Inside you will see a barell fan..
Turn the unit on and give the fan a good spin by hand.. If it comes back on - the fan was stuck.. And is a sign of the fan motor on is way out - or maybe a bad capasitor.. If the fan does not come back on - the fan motor could be bad or maybe the capasitor..

I changed the filter on my ruud 1x2000 the other day did not try to turn on until yesterday.tried ac nothing then tried heat nothing. changed termastat still nothing.

is this a whole house air conditioner ,
if so check the fuse panel,
check to see if the outside unit runs at all , compressor or fan.
check the ac transformer power to the thermostat
check the switch in the ac closet
doe the internal fan run if you switch to fan only.
