Question about Acer Aspire One PC Notebook
You may have a virus.
This may require you to format the drive and reload your Window OS.
You may be able to remove the hard drive and place it in an external USB drive case and scan it with a free downloaded version of "Avast". Then replace it in the laptop and see if you can reboot. You also may have a corrupted boot sector.
This also requires a format process and Windows reload.
Check your battery also it may not be charged fully. Your power supply could have died on the primary side of the transformer.
