If you open the back panel off by taking all the screws off there is a board at the top of the tv that is called the control panel.. That needs to be replaced. It can be found on the net for around 70$.

Do a hard reset to this set and check first. To make it hard reset, unplug the set from AC mains wall socket, and re-plug it back after 10 minutes or so.If this do not help you, check and replace its main system memory IC.
I turned the TV off. I held in all of the (4) buttons on the front of the TV and turned the TV back on again....this seemed to free up the remote control access and I was able to work the TV normally. The four buttons were the channel and the volume controls.

Probably, at first you searched the programs in automatic way. And there were only 20 channels at that time. So, you only have 20 channels. You should try to search channel 21, 22, 23, etc, manually. If you can't set 21 on your program, then your tv set has only 20 programs.
