The front red led is flashing three time every 5 seconds, it does not respond to any command both via remote nor side buttons....

SOURCE: The TV normally has a green light illuminated in
Philips Televisions are legendary for having faulty power supply capacitors.
In order to prevent really bad things from happening, the TV does a two-stage power-on. It first does a basic diagnostic test, and if that fails, it stops it from going any further.
Philips tends to use cheap capacitors, use capacitors that are somewhat under-sized for the job, and also seems to be pretty bad at soldering.
Personally I've got my Philips LCD TV opened up on my workbench for that exact problem.
Most repair shops would replace the whole power supply board ($150-200 part plus labor), while most DIY fixers take a stab at replacing the obviously bulging and failed caps for less than $10.

LED Indications
The front panel Status LED provides an indication of
the set's operation and the possible cause of a malfunction.
If an abnormal condition is indicated, perform the
Self Diagnostics procedure.
Self Diagnostics
To activate, press the front panel <ACTIVITY> &<CH
??> buttons at the same time and hold for 5 seconds.
The STATUS LED will then flash denoting a two digit
code.
• The number of flashes indicates the value of the
MSD (tens digit) of the Error Code.
• The flashing then pauses for approximately 1/2
second.
• The LED then flashes indicating the value of the
(ones digit) of the Error Code.
• The Error Code is repeated a total of 5 times.
Example: If the Error Code is "23", the LED
will flash two times, pause, and then flash three
times.

Error Codes, descriiptions and the most likely cause of
the error are listed in Table 2-3.
Note: The TV must be in "Shut Down." The LED
will probably be indicating an abnormal
condition. If the TV is switched Off, AC is
removed, or a System Reset is performed, the
code automatically resets to "12" No Error.
See the Error Code Log to retrieve a history of
errors.
Note: Use the front panel buttons, not the remote
control.
Note: If there is no response, the front panel may be
locked by a V-Chip setting. To unlock, press
and hold <ACTIVITY> on the front panel for
8 seconds.
