Check power adapter’s DC plug that connects into the laptop power socket with a multi-meter, the voltage should be slightly higher than the voltage that is printed on the label on the bottom of the adapter. If the voltage is zero or way below the voltage that is printed on the label then the power adapter is faulty and needs to be replaced.
If the adapter is OK then connect it to the laptop and power it up, then look at the power/battery charging LED light and wriggle the power plug in the laptop's power socket. If the power/battery LED light flashes and in a certain position this LED light stays firm, then the power socket is either faulty or it has a dry solder joint where it is connected to the motherboard.
This can be repaired but it requires the laptop to be completely dismantled to get at this power socket and repair. If you cannot DIY then I suggest you get a quote first.

Need know what voltage ac for tablet

I would be surprised if any tablet required an ac voltage. Such devices as phones, tablets, laptops and other small computerised devices almost universally use a regulated and smoothed low voltage dc power adaptor.

I have an HP dv6 1350us. I just replaced the brackets on the screen and put it back together. I then plugged in the ac cord to the dc jack and the light (on the right side next to the jack) comes on, but...

You may have helped with the last drop in the "chip creep" effect and broken the contact between the motherboard and the power regulating chip. This is a common problem on Toshiba and HP laptop motherboards, here's how to repair this Maxim 1987 power chip problem. This Maxim chip regulates the voltage for every component on the board, and if it gets desoldered in at least one spot, then the motherboard just won't work.
It's basically a design flaw and it's nobody's fault (OK, it's HP's fault), and I'm sure you can pull off the repair, just stick to the instructions.

My toshiba satellite laptop wont reboot. i try holding down the 0 button while turning it on and waiting for the noise, but nothing happens after that. PLEASE help me

Does it get to POST? (that is the BIOS menu).
If it does immediately press F8 that should get you into the recovery menu.
If it doesn't,

Try firstly removing the laptop's battery as it may be at a critical voltage and the system will not start because of it. Plug in your ac adaptor and monitor what happens. Does the power light illuminate? If it does it should then boot up, if it doesn't, try a known good ac adaptor before going any further.
If the adaptor is fine and the laptop still won't start, then you may have a mother board fault and should contact a dealer/repairer for further advice.
Hope this helps.

Won't turn on.

yes the lap top can boot up with the ac adaptor without battery .but if there is a problem in its RAM  the memory chip.it will still power on with adaptor but will not go further then that.or the other problem can be its main board getting short in between.get the laptop checked at proper professional repair center before further use as because if you just try to turn it on several times the internal components which are short will get heated and will short many other small components and the reparing cost will get increased.

Defintely getting power, but not switching on.

There are several possibilities. Let's start with the easiest two. First the battery, take it out and try starting up only with the power supply. Then the memory chips. If a memory chip fails it can cause a no start in IBM's. Take the memory out and try it. Then try it, putting them in one at a time. If these don't work, then I'm afraid your problem lies within. Namingly the power management chip on the motherboard. The pm chip controls the power input, and allows such functions as switching between battery and AC, and battery charging. The pm chip can go without warning, and just because it lights and shows charging doesn't mean this chip hasn't malfunctioned. I've had several IBM's come through my shop that have experienced the same problem you're describing. I've also had them with problems like; it will only power with the battery, won't charge the battery, will charge battery and only run with battery shuts down while charging, only power under AC, etc... all pm chip related issues. Unfortunately, the only solution is motherboard replacement.

cud be your onboard voltage regulator for the battery charging. if you remove the battery and use the external power source does it smell also?
if the battery charges normal out of the unit, and the laptop works well with the AC power unit without the battery, then it's your voltage regulator for the batt charging
