Question about Pool & Spa
It sounds to me like it may be a chunk missing out of your belt. Or warped pulley.
I dont think that it would be a broken spring because it would make the belt slip. Does it do it the same no matter how fast you are going?
But no matter what it is, if you start taking it apart. It should be easy to find. If its not the belts you can jack the rear wheels up take the belts off and work the pulleys and or wheels til you find it.
