If you know the battery is fully charged and good and the battery cables are tight and you have a clean connection then I would suspect the starter is not seated properly or it is defective even if it is new. Check to make sure the starter is fully seated and not cocked slightly or one side is not fully seated and tight. If the battery is over 2 years old, it is very suspect. Check all the electrical connections at the starter and the battery. It has to be either the starter, the battery, or the connections.
