I normally see 30 amp fuses to the deck...but it depends on which mower you have. If you place a larger fuse and it does take a 20 may burn something up. I would check the blades, spindle towers and clean all the stuff on top and inside the deck to look for something catching on the blades.

2004 cut out..then started..then cut off while turning into drive..steering locked..tried to start..whirring sound but won't start..running fine before

> whirring sound

Not related to other described problems but this is the sound when a starter is not engaging the teeth on a flywheel.
This implies either a failed Bendix that shoves the starter gear into the flywheel or a missing tooth or teeth on the flywheel.

After or during rain with the water on the road the car will have an engine shutter and slows right down and then cuts out, it does not want to start and drive until a about 12 hours latter.

Well sir or mam. If I had more information it would be helpful. First, has the car ever had a tune up? (spark plugs/wires/distributor cap and rotor) If your vehicle is at least 6 years old or has 60,000 miles on it that would be a great place to start. However the problem your describing is what sounds like a worn out distributor cap and rotor. They should be removed from the vehicle and inspected for corrosion. If they appear to be discolored or rusty I would definitely replace them. That's where I would start. If you still have problems after that please contact the site again and I can give you more info.

Sounds like its not getting enough fuel to stay started. Look for clogged fuel lines and bad gas.
