The problem is your Windows 98 operating system. Neither D-Link nor Linksys have Windows 98 drivers for their cards.
If you want to keep this system for wireless use, purchase and install the upgrade for Windows XP and then use the wireless card. Your RAM and processor is adequate for Windows XP. If you are going to hire someone to upgrade for you, include the potental overall cost and see if it's worth keeping your system for this purpose.

Tips for a great answer:
Click on Start, Run, and type regedit and press Enter
Click on the plus signs (+) next to the following folders
This folder is the DVD/CD-ROM Drive Class Description in the registry. Look for any of the following names in the right hand column.
If any of the above keys shown in step 4 are listed, right-click on them and choose Delete
After deleting the keys, close the registry editor
Reboot your computer
Open My Computer and check to see if your CD or DVD drives have returned. You may also want to open Device Manager and verify that the yellow exclamation and error code on the CD or DVD drive is gone.
if this fails to fix the problem
It could be a problem with the lens you could use a liquid type lens cleaner place 2-3 drops on top of a cd/dvd then run it
