The Canon manual says to hold the red "Stop/Reset" button on bottom right hand side down for 5 seconds or more. This over rides the ink out detector and the printer will print normally. It worked for me. The lights still flash. Just ignore them. As long as the printer prints that's all you need to worry about.

When the printer is not functioning properly you may need to reset it:
1) Press and hold <On/Off> for one second. Display will go blank. (If this does not happen, unplug the printer).
2) Wait approx. 10 seconds
3) Plug in the device - Press <On/Off> if necessary to power on the printer
4) Wait until the device has finished its startup routine
If the problem still persists, your MP190 may need servicing by a qualified technician.

I have solved this problem with read post at http://slayo.com/how-to-fix-error-e3-canon-mp198-printer.html thanks to slayo.com "Canon MP198 Printer Error E3 is becaused something inside of the printer
that makes paper sensor not function properly. To fix this
error E3 you must open inside of the printer to remove the
things." you must open your printer to remove the things, maybe waste letter or other small part things. Read the post for complete it.
