Just a few days ago, I lost my windows vista admin passwords. I solved the trouble with the help of windows password reset tool. I suggest you try hard to remember your windows passwords, and try them a few times. If this still doesn't word, You have only two ways to solve this problem. Reinstall Windows or reset the old password with windows password reset tool. I do not recommend you to reinstall Windows, which may lead a data loss. So if you really can not remember the password, try following steps:
1. Download Window Password Seeker on another PC.
2. It is an ISO file. Burn the ISO file to a CD/DVD or a USB flash drive.
3. Boot the locked computer from CD/DVD and remove Windows password

I believe probably the easiest and safest way for you is remove your Windows OS Passwords with Windows Password Recovery tools. I found a good one at http://www.reset-windows-password.com/how-to-reset-windows-password.html last week, and then I downloaded it and used it to remove the lost password within only few minutes. Furthermore, the powerful tool didn't cause a little data lose. It's worth an attempt.

I had the same problem as you. when i try to boot up in safe mode, holding down the f8 key it, opens in the same window as before, asking for my password. This kind of situation can only use the third party software. I think Windows Password Seeker is very great.

There are three way for you.
Usually, we can recover Windows admin password in two traditional ways. The first is to change Windows password with another admin account; the second is to recover the previous password with the windows password recovery disk that had been created before you forgot the password. Take Windows XP for example,
1 At the Windows XP login prompt when the password is entered incorrectly click the reset button in the login failed window.
2 Insert the password reset diskette into the computer and click Next.
3 If the correct diskette Windows XP will open a window prompting for the new password you wish to use.
However, we offen ignore the important of security until we have been locked out of computer. Fortunately, there is still the last way that can unlock your computer without reinstalling - erase Windows password with Windows password recovery CD, which can recover admin password for Windows 7/XP/Vista/NT/2000/2003.... Take Windows Password Recovery Tool 3.0 for example, followings are the steps to create the reset CD
1.Download Windows Password Recovery Tool 3.0 from Official site http://www.windowspasswordsrecovery.com
2.Decompress the Windows password Recovery Tool and note that there is an .ISO image file. Burn the image file onto an blank CD with the burner freely supported by PasswordSeeker
3.Insert the newly created CD into the locked computer and re-boot it from the CD drive.
4.After launched the CD, a window pop up with all your account names(if you have several accounts) select one of the accounts that you have forgotten its password to reset it. Just one press, this software can remove screen password instantly.
Personally, I prefer to use the third way. It is fast and safe.

You can reset windows user account password in safe mode. But if you forgot administrator password, you have to reinstall windows OS or use windows password recovery software. If you don't want to reinstall windows, maybe Google third party password recovery tool or Google Windows Password Reset 9.0 can help you.

Follow the steps in the users manual for eRecovery manager.
Page 47, I believe, gives details.
Re-install bundled software without CD
Acer eRecovery Management stores pre-loaded software internally for easy

1 Boot to Windows XP.
2 Press <Alt> + <F10> to open the Acer eRecovery Management utility.
3 Enter the password to proceed. The default password is six zeros.
