I am unfamiliar with your specific type of EEEPC, Myself I got one of the very first models of EEEPC notebook, it had a small round button on the underside of the device, typically only accessable with a sharp pen, as I understood, pressing this button down for a few seconds (up to 10 varying between systems) this would reset the entire system to factory settings upon next boot. Naturally though this would cause you a major dataloss of any document or media you saved on the notebooks internal harddrive.

It sounds like the Operating System was not installed correctly (completely, missing files). Format the hard drive and re-install the Operating System. If it still does it, then you may have a corrupt file on the disc (scratched, finger prints etc) or the file itself is corrupt, and you'll need to locate a new OS disc for your computer, which can be found online usually through the manufacturer website, or possibly on the Microsoft Website.

For installation to be completed, files must be complete. the error you recieved is because the file meant for installation is either missing or corrupt. the best is go to a repair or sale shop where computer accessories or components are sold not just any road side shop, request for XP installation disc. OR contact HP for disc.
Windows system 32 config file is part of the operating system and when this is missing or corrupted, you cannot boot up your computer. The only solution is to reinstall or repair your operating system. Good Luck.
Hardrive is most likely faulty or your memory sticks are bad or not completely inserted. If you are able to turn on pc, press f2 or f8 as soon as it boots, then insert bios mode, change bootup settings for CD-ROM as first bootup device, then Hard Disc as second bootup device, then insert your windows installation disc or recovery cd, insert it, restart pc and run the disc to install windows.
To reformat usually you either use a windows install disc and reinstall windows, or you use a boot disk and a format utility, depending on the windows version. There are also format discs such as UBD that also work. When you format your drive, you lose all the information on it. You also will need a windows disc and serial number to install after a format.
The easier way to get your computer working is to simply use your windows disc to re-install windows. Before doing that it is a good idea to run several different virus and spyware scanners as well as a registry cleaner. RegScrubXP is a good one to use. When windows is running, simply browse to your windows disc and run setup.exe, that will reinstall windows over top the copy you have and replace any damaged or missing files. Then reinstall all your programs and it should all work. Programs can be re-installed over top even if they already are installed, basically all that happens is the missing files are replaced. Re-installing does not give you two coies of the same program - it just makes the copy that is already there work again. Windows 2000 and XP have a feature for repairing also, in the start/run menu, type sfc /scannow and put your windows CD in, it will then check all files and replace any damaged or missing ones.
This is a problem with the operating system and sometimes an indicator that the hard drive has failed or is starting to fail. Start by doing a system repair with your recovery disc, if it will not repair, then do a complete reload of the operating system. If you have any problems (ie... missing file 32 dll) during or after the reload, then the hard drive has failed and will need replaced.
