In the navigation pane, locate and then click the following registry subkey:
-In the right pane, click lowerfilter.

(If you can't see lowerfilter registry entry, find upperfilter and delete that as described above.)

Tips for a great answer:

Aug 08, 2011 | Toshiba Satellite L355-S7902 Notebook
May 28, 2011 | Toshiba Portege M800 Notebook
try the following
Right click My Computer / Manage / Storage / Storage Management. can you see on the right in the graphical display the DVD drive? if yes, does it have a drive letter? if no, right click on it and assign any unused drive letter. after this assignment the drive should show up again in My Computer.
If this doesn't work go in the device manager. is there a yellow exclamation mark or even a red sign beside the DVD/CD drive? if yes double click this entry. on the new window click on the "Driver" tab. click on "driver update", then follow the instructions on the screen
If still facing the issue means
Open the below site and download the driver.
