Question about GE Televison & Video
Something has shorted out and is causing the power supply to overload which makes it switch slower bringing the frequency into a range you can hear. With the age of the unit I would bet on the Horizontal Output and flyback having problems. I have a tip at http://www.fixya.com/support/r4916941-diagnose_repair_projection_tv_high which explains the troubleshooting process and where to get parts as well as what to do if the flyback is not the problem. Good luck. Let me know if you need more help.
Thanks for using FixYa and for the generous rating.
