Question about Toshiba Satellite A200-0ET00X Notebook
This could be a problem with the LCD inverter, GPU (graphics processing unit), memory or it could even be related to the battery.
First of all turn the laptop off and remove the battery. Then turn the laptop on just using the AC power only see if that resolves the issue.
If not then remove the system memory which you should find in a compartment underneath the laptop (you will need a philips screwdriver for that) clean the brass contacts and the slots that the memory clips into and then put the memory back in and try to boot the laptop up.
If that does not work get an external monitor and connect it to the laptop. Use the keyboard toggle to switch screens, its usually Fn and one of the F keys (between F4 and F7 usually)
If the monitor comes on and shows the boot information then you are looking at a new inverter or re-solder the old one.
If the external screen doesn't come on then the problem could be faulty memory or a down GPU.
