Question about Toshiba e405 Pocket PC
There could be Few Possibilities.
1. Battery Connectors. Take a Clean Cotton and Cleaning Solution and Clean the Battery Connectors.
2. If the problem remains Unresolved, then we need to Check Battery. If you have a Multimeter, check the reading. Make sure that it should not be Zero. If it is Zero, then the Battery is at Fault.
3. Other than this, Few Reports were there for Firmware or Display IC's Problem which needs to be taken care by the Technician.
I am sorry, but it could be any one of the above.
Let me know,if needed further assistance.
Hope i helped you.
Thanks for using ' Fixya ' and have a nice day!!

the problem shouldn't be from the battery, it should be from the unit. I believe the unit's software is corrupt that's why it won't boot up. There is virus on the unit, that is, a software corruption, that's why its malfunctioning.
To be sure where the real fault is coming from, test the unit with another battery, and if it does the same way, then you will be sure the problem is from the unit, but if the unit functions well after putting another battery, then its a battery problem.
Don't battery another battery yet, borrow battery from someone in other to test the unit, so that you won't be at loss if its not a battery problem.
