Try to measure voltage on power supply with a more acurate tester and you will see if your power tester is good or not. This is the easy way to control acuracy of your tester.

No, your power supply is not necessarily dead. Power supplies require a "power good" signal back from the motherboard before they will turn on. In order to test a power supply that has been removed from the computer, you need a PV power supply tester. Without one, you will either have to take you power supply to a PC technician and have him test it or install a known good power supply in your computer.

These power supplies can be tough to test without a bonifide genuine load tester made for these power supplies. Switching power supplies seem to need a load in order to operate. If you have everything plugged in including your hard drives and it still doesnt work then it is likely defective. I have a apparently good power supply that decided to do the same thing to me in a working machine. I swapped out the power supply and it worked again.
Sometimes new power supplies can be no good. Switching power supplies can be somewhat fragile. The newer the power supply the more fragile they seem these days.

360 won't power up power supply good is there a fuse

They dont have a fuse in side them , it could be dry solder joints on the main pcb where the power plug goes into the xbox, make sure you try your power supply on another xbox as well as your xbox on another power supply. Also check the led on the power supply is green when its running, if the light is orange or red(whislt running, the light will be orange when in standby) .If your led on the power supply is red , you have a faulty power supply. It never hurts to have a larger power supply, yes it have use 100watts more in a hour. But you should have better reliability with the 450W.

Looks like the power outlet or UPS may be at fault. Try a different outlet. That's all I can thik of.
