Shaft turns when I try to tighten the mower blade

Remove the bolt, washer and blade. Use a wire brush or sandpaper to clean the end of the shaft and the blade where they make contact. Clean both sides of the washer. Clean the underside of the bolt head and the bolt threads (with a wire brush). Put just a little oil on the bolt threads and on the underside of the bolt head. Reassemble.

Cannot get the blade off even following the manual's directions. Nut is slowly spinning under pressure with the square washer and blade is held in place with 2x4. Is it seized?

Try this

Apply a good dose of Liquid Wrench and tap the bolt head sharply several times

Wait 2 hours and then attempt to TIGHTEN it just a tiny bit
Remember Righty Tighty Lefty Losey

Now try to take it off If you have an 1/2" air impact wrench it will make the job much easier
