Almost all cd and dvd or bluray drives have a manual way of opening. Usually it is a small opening to the right of the button to open the drive. Make sure the system is OFF to try this. Just straighten a paper clip and insert it in the opening and give it a small push. The door should manually slide open.

Seems like some of the particles from the broken CD have remained inside. For manually opening up the drive there is a small hole in which you can insert a straightened paper clip. The drive bay will budge a little and you can pull it out manually. Secondly maybe the belt driving the open/close system has gone weak. Try tapping ******* top of the drive right after pushing the eject button. After you have got it opened i suggest you remove the drive from the PC and do a detailed cleanup by completely dismantling the drive.
