Try unplugging the power cord from the backside of the unit - press the power button for 30 seconds - release - plug in the cord and press power, if nothing comes on and you hear no sound it must be the Power Supply Unit (PSU) which should be replaced. Assuming that the outlet you are connected is powered ON and there is no other external electrical problem.

You checked the fuel pump for power and verified there is no power to the pump? Remember the pump only runs for about 1 second unless the engine starts.

These units can be ordered for about 10 pounds, but the shipping would bring it right back up close to 20 pounds. It may seem expensive to you, but if you can get them locally for 20 pounds, I suggest doing so. 7V power supplies don't grow on trees, especially not in the 1.2 amp range.

It would seem you have a possible DCf jack problem, causing the mentioned issues

If the DC jack is faulty it can cause the problems mentioned above.

I would recommend that you book the laptop into a reputable PC shop for them to replace it

Could be the cat, They can make some pretty strange noises...Disconnect it and take it for a short ride and see if rpm's are fine (with it removed you probably won't be able to hear the noise though)
