I have an HP Pavilion Entertainment PC laptop and it has a built in webcam. You can see if yours does by going to this free webcam test site. If yours is a desktop model then you won't have a webcam and will need to use an external one that plugs into your USB port.

Try reinstalling the device driver found on this page - http://support.hp.com/us-en/product/HP-Pavilion-g7-Notebook-PC-series/5226249/model/5254250/drivers?openCLC=true. It's called "YouCam Software" found under Multimedia Software.
Hi Start skype. Choose the menu calls then sound settings, select the device through which to speak: web camera, if you are using a built-in microphone or any other bluetooth headset if you are using or external microphone
First uninstall the drivers and then download the latest bios update for your notebook from hp.com and then restart the computer.... then install the latest updated drivers for webcam from hp.com and check this will surely work.
If not then check for quickplay driver update too.
Another thing open task manager and then go to processes and check wethere you can find the webcam running or not if yes then right click and end the task , also check for the programs that might use webcam like if you have installed yahoo or skype messenger end the program task too.
There are some free ware PC video capturing programs. Be aware, you get what you pay for. I would try going to Microcenter's or Best Buy's web sites and seeing whats available. Blessings, A/V Media Guy
