Tv not coming on

Hi Mycho, I just had this television checked and it is not coming but when you plug it in you will hear a click and it will turn on only if I take one of my meter leads and put it across the 8th and 9th pin of a 4 bit microcontroller chip # tmp47c1237n145u but the screen does not light up but you could hear it come on. any suggestions?
