It sounds like you may have open shields on the head unit. The following page tells you how to check them.

Rockford Fosgate Power 1000 amplifier. (25 to life) When I turn it on there is almost no sound coming from speakers. I have to turn up the volume almost to max to hear something. But only very high...

turn or flip the LPF and sub sonic buttons to see if they will help.
there are other buttons called gain that you may have to turn to bring up the volume.
its very likely your eq buttons that you have to mess with to get it right. post up pics if you can.

Fosgate 1500 amp settings

low pass of course set the crossover around 80Hz. Then turn the bass down to around 35% on headunit and the volume all the way up on your head unit just below distortion. slowly turn the amp gain up until you start to hear distortion, then turn it back down until it's completely gone. Then, lower the gain just a little more to make sure you keep out the distortion on all songs. From here you should be good. If the gain is still to high. The adjust to your taste. Just don't move the bass up on the headunit or the gain past your distortion point.

Why do i need to open my gain up to 3/4 to full turn inoder to achieve a loud bass?Im using punch 2400 amp and 2 12" kicker.

the amp may not be powerful or your setting on the cd player is not right try adjusting the cd player. turning the gain all the way up will damage your subs even go above halfway

What Hz do i use

The best way to set up an amp is to start with everything on 0 Turn your gain all the way off, then turn the stereo up as loud as u would normally listen to it. With the stereo on, slowly turn the gain up until it sounds the way you want it. As for the Hz settings, for a sub you should have the crossover set to lpf, and the z knob adjusts what frequency your sub will play. Since you have a 10" sub, I wouldn't put it much below 125, because tens can't produce ultra low bass and it could damage the sub. Hope his helps :)

SPL 1920 watt amp

for 1 never turn the gain all the way up. it is not there to control volume it is there to match gain impedance between other amps and components. 2 i dont know what amp you have so i cant say much about that. 3 test the rca inputs by using a dif set and test the speaker wires as well

Tighten very good the ground wire to your amp, then clean the metal where the ground attaches to the car chassis. Then tighten the ever lovin' bejesus out of the chassis ground. Yeah, I'm from the South :)
Good Luck!
