My PC keeps on rebooting itself. Even before it gets to the starting window (desktop). This black screen keep on coming when it automatically restarts itself.

To start with, you should check all your hardware. A loose connection somewhere or a faulty piece of hardware could be the reason, the computer keeps rebooting itself. In case your RAM stick is not fitted properly, or is corrupt, the computer displays an error message on the screen and keeps rebooting itself. The same problem occurs with a hard disk. You can use 'Memtest86' to run a hard drive check.

The power failure has made the operating system (windows)to crash . if you can do some installation on your pc yourself, you can repair the operating system or better still reinstall a new operating system.
It sounds like you have automatically reboot on error turned on which is Windows defualt. (dumb idea Microsoft). When you get the black and white screen that gives you several options to start your computer, one will be to turn off automatic restart.
Your computer will boot and you will get an blue error screen. That error will help you determine what is broken.
An alternative is to try last known good configuration, but I've never had much luck with that option.
From your description, you were able to boot the machine properly in Safe Mode. While in Safe Mode, change the video resolution to the lowest possible (color depth does not matter at this point). You should also check that you are configured for single monitor operation if your video card supports multiple monitors. Reboot the machine normally. If all goes well, you can readjust your video settings for a higher resolution again.
As soon as u see the black screen...hit F8 repeatedly to get it into Safe Mode.....then go to system restore and reboot/restore system back on a saved day. Then run your virus protection and scan for malware. This should get you back online. You may need a full system scan to locate the effected DLL's anmd killl off your intruder.
Hit F12 on startup and then put your Dell system disk in so it will boot from the CD. When you get the startup, you will be prompted to see if you want to repair with the recovery console. Hit R and wait until it asks for the installation you want to repair. The option #1 should be windows, so hit #1. When it asks for the password, hit Enter (I hope you don't have an admin password, 'cause that's what it is looking for. If you hit enter and you get a c:\windows> prompt, type in the following: chkdsk /r After the scan runs, Windows should start. If not, let me know and we can do other stuff.
If you can't get into windows normally or into safe mode to try to restore the system back to a date when it worked properly then you'll need to wipe out the hard drive and start the system from scratch.

As your computer boots hit F8, go to the startup menu and disable "automatic restart on system failure". Boot up and make not of any error messages.
The PC just keeps on rebooting at every with black screen inbetween reboot action. I can reboot it a safe mode though and conncect to the Internet.
