I have a Consew 99 with a Tacsew clutch motor. The problem isn't so much top speed as it is speed sensitivity to pedal position: it goes from very slow to very fast within just a few degrees of pedal angle. Furthermore, there seems to be some pedal hysteresis: machine speed is not only a function of pedal position, but also how the pedal came to be in that position (ie, whether accelerating or decelerating to it).
I've tried extending the length of the clutch lever and connecting the pedal linkage to the extension. I think this helped some, but not enough (for either problem). I'm beginning to think that the clutch motor itself may have a problem.

No enough information, the harder you press on the control the faster it will go, do you mean that you cannot control the speed by the foot control?
