Is your "dongle" a 3g modem? 3g modems are often rated at speeds which are practically impossible to reach. Your connection speed will vary depending on the weather, the materials your house is made of and how strong the signal is from the base station. You might notice that your upload speed is especially poor, this is normal for 3g modems. That being said, there are a few things you can do to improve the situation. You can try to get the modem near a window with a better signal, you can install a program like FDM (www.freedownloadmanager.org) which makes a huge difference for download speeds on a g3 modem (I get 50kbps downloads without the program, 400kbps downloads with it). If all else fails you can contact T-Mobile and report a problem with the network - again, it worked for me.

A dongle for what.
dongle is a device for a specific action,you use a dongle in printer port to unlock (toshiba)passwords.
blutooth dongles for pc and phone , simcard dongles to reproduce simcards etc.
with most dongles u have a driver/software disk to install them.
