There is only one fan inside the tv that is on all the time. it is the chassis. fan located on top of the chassis on the left side on tv looking from back.

Cooling Fan noise

Another possible source for the noise is the Color Wheel. It is spinning at a high rate and the noise will get louder as it wears out. You should be able to replace the part yourself. Take a look here first: http://www.fixya.com/support/t372149-samsung_hlp4663w_color_wheel_replacement

yes this is a very common issue with Samsung DLp's, and it will get louder and louder until TV will not turn ON anymore. You can replace it yourself is very simple, here is kind of a guide for that http://guides.fixyourdlp.com/samsung/bp96-01579a.php and http://guides.fixyourdlp.com/samsung/bp96-01854a.php

Tv makes humming noise when on. how can I eliminate or reduce the nose?

Some of the larger TV's are DISH ready, meaning that they have the tuner inside for SAT TV. The SAT tuners often have an internal fan that makes a humming noise. If it sounds like something other than that, you might have a bad component in your sound circuit that allows 60 HZ hum through the speakers.

If it is a rear projection LCG TV it has a fan in it to cool the bulb. You will hear the fan if you listen closely. It usually cannot be heard over the volume.

The fluorescent bulb and electronics inside make humming sound naturally. Kinda like when you turn on a lamp, and some lamps make a low humming sound.

I have the same thing, mine is the cooling fan for the lamp. If the sound continues for a short time after you turn off the TV then this is the most likely cause as the cooling fan will continue to run for a short time to cool off the bulb. I have looked into replacing mine, the part runs around $50 but I can't say yet how easy it is to replace yet.
