Remove all disks try booting agin disks may have infection
check bios/cmos make sure ur hdd is detected
if still no try reloading/repairing windows from disk

when powered on only the hp /pentium(intel inside)page comes on the screen.Even if I try toboot up with the recovery cd.nothing happens.I have removed the hard drive.for a test and it is exactly the same.I have replaced the hard drive with a working hd.still the same. any Idea's.

This could be due to a myriad of problems.
1. Have you installed any new software or hardware right before this happened?
2. Has the laptop been dropped?
3. Have you had a lot of pop ups and unwanted mail, just all of the sudden (sign of infection) - may need to repair windows...
4. Is there a disk in your CD rom drive or floppy drive?
