I have a Dell Inspiron B130 PC and all of a sudden the display screen seems to be acting up. It's like the color is washed out or these lines will appear across the screen. When adjust the screen it goes back to normal until I let go so I'm guessing something is loose. Does anyone know the best and cheapest solution?

follow the following instructions to replace display assembly http://tinyurl.com/hbk5x You can also run diagnostics.. power on and press F12 on dell logo slowly 5 times Select diagnostics and follow on screen instructions.If the LCD fails its time to replace the same.

Run a test on the system first and also update video and bios.
Drivers can be downloaded from www.support.dell.com
Running a test can be done by pressing FN+power button and turn on the system. Fn is the key found on the left lower side of the system otherwise press F12 when you start and the system and see a dell logo, go to diagnostics and run a diags and let me know if you get any error messages
Connect an external monitor at the back of your laptop and see if the display is fine. If the display is fine with the external monitor, it means to say that there's something wrong with your LCD's backlight. You may have to contact Dell Technical Support to check if your system is still under warranty.
