The clicking is the relay clicking which is one of the first components when power is applied. Your set will need to be diagnosed by checking the stanby and start up circuitry. Unless you are skilled this is one chassis thats left to a skilled repair tech. They have alot of problems with the power supply and deflection circuits, flybacks and etc.

A 1995 60 inch rca good picture and sound. Then it started a cracking noise and a hissing sound, then the picture went blurry. then it was nice picture and sound, then it died. took the back off and turned out the lights. Plugged the tv in and out from the wall socket and there was a sparking noise and a small arc when i plugged it in and out a few times ,at the part that the power plug plugs into.The white part that is beside the white power plug part has thick red wire coming out of it and goes into another plug that has more red wires in it. but the big white part beside the power plug part looks burnt and has black powder on it. that part is probably the problem but maybe not, what it the name of that part and how much would it cost and is it plugged in or soldered.
There is a short in this TV set somewhere. The TV set is trying to come on but because of the short, the power supply shuts down. No if it is not the over current shutdown, it could also be the main power supply with an over voltage shutdown protection mode. These are solid state TV sets and should only be worked on by trained techs. Good Luck
You have bad convergence IC's.. If your not experienced in troubleshooting electronics or soldering, you should have a trained tech take a gander at the set. Its not worth risking life and limb to save a few bucks, Good Luck
