You have to disassemble as in whole to take apart the screen. It is really a skilled work. Just check this link and see whether there is any information about the disassembly process. Sounds like a capacitor on the power strip inside the monitor is failing.
The cost to repair can run $400.00. A tv repair shop may be able to fix it, but most technicians recommend buying a new monitor.
However, if you are experienced in electronics, you can disassemble the monitor and replace the capacitor. Radio Shack sells them for between $15 to $20.

I have worked on several of the Dell 17" and that is almost always the Capacitor problem.
The caps have died inside, and they can be replaced. If you have basic electronics skills, you can go in, order replacement caps, and unsolder and resolder. If you can't do it yourself, you can take it into a shop.
If you can get inside the frame of the monitor, and disassemble, you can find the caps by seeing a bulge on top, or even a rusty looking material on the top. Be VERY careful around the high voltage section if you do go inside.
