It may have the same bd as DELL since BenQ makes monitors for DELL and HP.

My dell monitor turns on for 2 seconds then goes black and the green light blinks orange

I assume that you already try this monitor on another PC to verify that the problem is in the monitor, in this case you need to open it up and inspect the fuse, transitors, solder connections on the power/inverter board, see failed Dell monitors here for guide: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further.

2-3-4- years old benq FP19G = returned to office after lunch - burned out electronic smell in air - whole section of office electrically dead' - did reset = computer fired up ok - but screen blank...

Benqs have had some quality control issues but from your description the inverter board went on you. It needs to be replaced or repaired. Expect to spend about $100 for the repair so you may want to consider just replacing the monitor.

They can be fixed. The monitor I am using right now was one of those dead ones. It took a few hours to find as the rest checked out and it turned out to be a bad ground. Unfortunately when you smell burnt electronics you are not going to get off that easy.

BenQ FP767 17" LCD Monitor Problem - Power LED Blinks

Look for small power transistors 2SC5707 near yellow invertor transformers which go to backlight connectors.
But if problem is blinking power LED powersupply capacitors maybe an issue, check visualy and/or replacement.
Also fuse that maybe blown is not glass fuse near mains socket,It is semiconductor black or yellow colour labeled PFxxx near heatsinks of power supply secondary.
