If there was a bad fuse, then the set would be dead! A fuse works or does not work.
There may be a fault with the power supply or some other section that is having a delay to start up. This is normaly due to some components starting to fail.
In the case of an LCD set, a common fault is the back plane lamps or back plain power supply starting to fail.
