In order to make a .exe, you need to use a Programming Language (such as Visual Basic, C++, C, or any number of other ones). You then need a compiler for whatever programming language you are using. The compiler converts the code you write in the programming language into a .exe that you can run on your PC.
There are many tools for converting all sorts of languages into executable files that windows can run. What in particular are you attempting to do? And why do you need it specifically compiled into an ,exe file? Would a .cmd or .vbs script be sufficient as long as you can run it?
