Try using the telephone cord and jack from the phone that is working with the phone that is not working, if it now works the problem is the jack you were using or the phone cord. If that doesn't solve the problem, unplug the AC adapter and the phone cord for the non-working phone and let it sit for a couple minutes, plug them back in then try to make a call.

Since you declined to specify the model of your Uniden cordless phone, I can only suggest you select it from the list beginning here to download a copy of the manual. The manual will explain how to switch between tone and pulse dialing.
First be sure you have dial tone at the jack. Use a corded phone to do this with. If you do have dial tone then be sure you have ac at the outlet that the transformer is plugged in to. If there is no dial tone at the jack...go to your interface box outside and check for dial tone there....if none call the phone company. If you do have dial tone then you need to check your wires to the jack...or have the phone company do it for you. If you don't have ac at the outlet....check your breaker box or have an electrician check for you.

Changing the Dial Mode (Tone or Pulse Dialing)
Your phone can communicate with the telephone network in two different
ways: tone dialing or pulse dialing. These days, most phone networks use a
method called tone dialing, so your phone comes programmed for tone dialing.
If your phone company uses pulse dialing, you need to change your phone's
dial mode. If you don't get a dial tone or can't connect to the telephone
network, follow the steps below to modify your phone?s settings:
With the phone in standby, press and hold [cid/menu].
Press [vol/ / ] to move the pointer to select DIAL.
Press [select/channel] to set the phone to pulse dialing.
Return the handset to the base. The handset communicates the new
setting to the base, and the base activates the setting on any other

Hi peddler65, did you plug your phone into another area to see if there is a dial tone. Then if not call the phone company or find the D-mark (where your dial tone ) comes into your home and put a jack on that and plug a phone in with all phones
in the house unplugged.
If the 900MHZ phone is Model 26928M programming for rotary dial usually goes like below, can't hurt to try on any model.
This adjustment allows you to select tone (touch-tone) or pulse (rotary) mode dialing. The phone is pre-set for
touch-tone use. To set to tone or pulse dialing:
1. Press and hold the program button for two seconds. You will hear a beep.
2. Press the *tone button to select Tone Dialing or press #pause to select Pulse Dialing.
3. Press the program button again. You will hear a confirmation tone.
