The chances are that the person who supplied it to you gave you a Phillips remote for another VCR. Many makers remotes will work parts of a different model of the same firm, but only the true remote will operate ALL functions.
If you have the user manual check to see if it list the part number of the remote. If you don't have it look around the net for Philips VR630 remote. See if it matches yours. If it doesn't you will have to replace it.
Remove top cover of the VCR. Then look near the back where the plug-in and power supply is. There should be a little glass fuse. You should keep that fuse and take it to the store and replace it with same exact one. If your VCR can be self-repaired, than this is the only thing you can try.
Check to make sure the cables on the VCR are hooked up correctly. If the in and out are reversed, this might cause your problem. Hopefully it's as simple as that. if not leave a comment and I'll get back to you.

Most Philips/Magnavox VCR uses "PL" to indicate that the unit is on Parental Lock. Push and hold the power button on the remote control and wait for the unit to power up. This should be within 7 seconds.
Additionally, most (but not all) Philips/Magnavox VCRs are sub-contracted to Funai. Pls try here for Funai downloads of user's manual.

If you have the instruction book that came with your remote you may find your VCR listed in it. If not, the book should give you the procedure to put the remote in the "search mode" which should help you make it operate the VCR.
