Do you really mean the shutter? Or do you mean the lens barrier? The lens barrier opens in front of the lens when you go to take a photo.

Assuming it is the lens barrier which is stuck open, the cause is usually dust/grit. A series of "puffs" with a large bulbed blower, e.g.a Giotto, should help clear it.

If it's been caused by liquid ("coke" is a favourite!) then the sugar is holding it open. A little (very little) ethyl alcohol dropped on the lens and allowed to percolate around the barrier area should sort it.

If it is the shutter you mean, then that is a workshop job.

My canon powershot SD 1000 will take outdoor pictures but wont take any with low light and the flash won't work. I see that someone else asked the same question but I can see what advice was offered

A stuck shutter is another common failure mode for digital cameras. The symptoms of a stuck or "sticky" shutter are very similar to CCD image sensor failure. The camera may take black pictures (for shutter stuck closed), or the pictures may be very bright and overexposed, sometimes with lines, especially when taken outdoors (for shutter stuck open). To confirm a stuck shutter, put the camera in any mode other than "Auto", and turn the flash OFF (you don't want to blind yourself for the next step). Next look down the lens and take a picture. You should see a tiny flicker in the center of the lens as the shutter opens and closes. If no movement is seen, then you likely have a stuck shutter. If so, please see this link for further info and a simple fix that may help. Recommend trying the pencil tapping fix listed in the link. It worked on my SD1000 with the same problem.

Will not release shutter on canon 40D

Cannon is notorious for their auto focus and automatic setting to be very discriminant. If you are to close to your subject while in these settings granted your strobe will fire and your flash may flip into position but the shutter just wont work. Cannon is trying to tell you you are too close. You need to back up. If you are trying to get that close up and don't have the proper lens that's all you are going to get.
It is best to go long lens then go for your close up.

My Pentax SPII shoots blank images

You can check the shutter without film in the camera. Remove the lens and open the film door. You will see the cloth curtains of the shutter in the center. Advance the film lever to **** the shutter and set the speed dial to a slower speed like 1/15. Hold the camera so it is aimed a a light source, (a window will do) and fire the shutter. You should see the light through the shutter for the time duration is is set to. (1/15). If you see the light source, repeat the process going up one speed setting until you reach 1/1000. If you see the shutter open and close as described, then try another roll. After you load the film and close the back door, make note of what the rewind knob is doing as you advance the film. It should spin counter-clockwise each time. That is a easy test to know that the film is traveling in the camera properly. Vary your exposures with the new roll at different speeds and f-stops. You should get exposures, but if not let us know.

In S mode camera wont take a pic, r09 comes on screen

The r09 is just the display that tells you how many pictures you have in the memory buffer for shooting in continuous mode. There are a few reasons why it might not take a pic in S, but normally it's when it's not in focus. Maybe you have it pointed at something too close for the lens to focus. It also could be that your shutter speed setting is way too fast for the available light.

In S mode, the camera will use your shutter speed setting and adjust the aperature to match the light. If it can't get enough light at the shutter speed set, then it won't expose. Keep in mind this isn't just for exposures that are close to being right, only when the shutter speed is so fast or slow that the exposure isn't in the ballpark.

Try moving your shutter speed up or down.

Memory card shutter wont close

Try closing it with the card removed.
If it will will not close shut, this suggests a piece of plastic has broken off.
The quick fix is gaffer tape it shut.
Indeed it is likely the only fix unless the camera is still under warranty, whereupon it will be replaced

Shutter not closing when taking photo

Try to take video or take picture in dark conditions. If video records correctly, then the CCD sensor is broken. Contact HP and ask if they would repair it for free.
